The original bill called for the establishment of a least-cost energy plan that gives preference to generating facilities that do not result in significant pollution problems. It would have placed a moratorium on the construction of new fossil-fuel fired electric plants until 1993 to give the Public Utilities Commission the opportunity to study the need for these new facilities. The bill was amended in committee to simply place a moratorium on the construction of coal-fired power plants. The bill was killed by the Legislature.
